On June 24, the Cordova Planning Commission awarded conditional use permits for two new cell towers in downtown Cordova. Immediately thereafter, Cordova Telephone Cooperative and Bayside Storage each applied separately for a conditional use permit to install one new tower apiece in downtown Cordova.

This follows a trend of rapidly escalating cell tower proliferation in the rest of America – and the world. If Cordova follows this trend, then residents can expect many more similar requests for more, ever more, cell towers in downtown Cordova.

Related to the rapid spread of cell towers and wireless antennae, there are two another trends in the rest of America and the world.

First, a trend shows an emerging public health threat from electromagnetic radiation exposure; i.e., people are getting sick because the legal guidelines overlook EMR exposure and, in the U.S., the federal Telecommunications Act of 1996 specifically blocks rights of state and local governments to stop placement of cell towers and wireless antennae based on human health concerns.

Second, there is a growing movement of people worldwide to insist that public health is protected as a mandated precondition for locating utilities that transmit and receive EMR emissions that have been proven harmful to people and other life on the planet.

Where does this leave Cordova?

I would like to see Cordova skip the first two trends – cell towers all over downtown Cordova and ensuing health problems – and go right to the third one. The first two trends are proving costly in terms of human health and economics: some cities are breaking contracts with cellular companies over location of towers and even relocating existing utilities away from schools, hospitals, and other areas of concern.

Let's get informed and get organized. We can choose to locate cell towers and other EMR-transmitting/receiving technology well away from areas where people live and work – if we act soon and if we act as a united community.

Sign the petition located at several downtown businesses. The petition requests the city of Cordova to consider – and inform residents of – options under our home rule charter to protect the health and well-being of all Cordova residents and guests from involuntary electromagnetic radiation exposure. Further, it requests the city of Cordova to stay the June 24, 2009, Planning Commission's conditional use permit for GCI cell towers – and all other such requests and conditional use permits for cell towers – until such time as the city has fulfilled the first request to protect public health as a mandated precondition of cell tower placement.

Support the appeal, filed on July 6, of the Planning Commission's decision to approve the conditional use permits by calling or visiting the city office.

Attend the July 14 Planning Commission meeting and request that further cell tower conditional use applications are stayed until the city of Cordova has time to consider an ordinance on cell towers.

Get informed. The Cordova library has a notebook of information on health problems from EMR exposure that people sent me from around the country.

Attend the Aug. 5 City Council meeting to express your opinions about cell tower locations in downtown Cordova. I'm hoping to present a draft ordinance to our home rule charter for discussion.

At least a dozen residents are furious about AT&T's plans to put five antennas on the roof of the Ashland Street Cinemas, the movie theater in south Ashland.

At a community meeting the cell phone company held Thursday night at First Presbyterian Church, the residents said they're concerned that radiation from the antennas could affect their health and even cause cancer.

The AT&T representative, Kevin Provance, said the antennas would meet Federal Communications Commission radiation regulations and would be encased in a translucent material that would help buffer the emissions. He said the government has received no quantitative data showing that radiation from properly placed antennas causes cancer or is otherwise harmful.

AT&T and six other cell phone companies already have antennas on the top of the Ashland Springs Hotel, said Provance, a principal planner for Portland's Goodman Networks, which has a contract with AT&T.

The company wants to put more antennas in south Ashland because its cell phone and wireless internet coverage is spotty there, he said. The antennas will also allow AT&T to support more smartphones, such as Apple's iPhone, which has an exclusive contract with the company.

"This is generated based on complaints of lack of service for AT&T customers," Provance said.

A dozen people who own businesses or live near the Cinema attended the meeting to voice their concerns about the antennas.

"I wouldn't go to a cinema that had these fields going on around my body," said Anne Coyle, who co-owns Adhara Wellness Center, near the Cinema.

"We are all energy and the energy in our cells is not compatible with the energy in cell phones so it is not good for us to be bathed in these emissions," she said.

Katie Yasui, who also owns a business near the theater, said she was concerned the antennas would create a stigma in the area.

"There are wellness centers right there and that's going to put them out of business: A wellness center with an antenna," she said.

The AT&T plan calls for increasing the height of the Cinema building's pointed façade by 18 feet and placing the 6-foot antennas inside the new façade.

While most residents at the meeting said they were concerned about the radiation — not the aesthetics of the building — Kathleen Magnuson said she didn't like the new design because it obscured mountain views.

"This blocks the mountains. It diminishes the view. There's no question," she said.

Thursday's meeting was just a preliminary step, Provance said.

The company has negotiated a deal with the owner of the Ashland Cinema building, and would pay the owner rent each month for providing the space for the antennas. However, the plans will still need to be approved by the Ashland Planning Commission and City Council, a process that could take months, he said.

After an hour of listening to unanimous complaints about the antennas, Provance said the company may consider placing the devices somewhere else in south Ashland.

"We may look for another location," he said. "We have to take a look at all the possibilities."

The antennas have about 1.5 mile radius, so they can't be placed in a rural Ashland area, he said.

If the company decides to move ahead with the plans for the Cinema, it will hold another community meeting because not all interested neighbors were able to attend Thursday's meeting, possibly due to a problem with the city's notification process, Provance said.

All those who own property within a 300 foot radius from the antennas were required to be notified of the meeting, but Provance said he was willing to expand that radius to encompass more people.

If there is another meeting, Provance said he would bring a report that would calculate the non-ionizing electromagnetic radiation the five antennas would give off and show that the devices comply with government standards.

But the residents at the meeting said they didn't trust the government's regulations or the studies done on the effects of radiation from antennas.

"Just the fact that there are these studies is a concern," Yasui said.

School Boards Ignore Evidence of Wireless Risks

World renowned scientists are stating current safety standards are inadequate to protect the public from ill health effects of microwave radiation from wireless devices, including cell phones and wireless internet, and children are most at risk.

This newly emerging scientific information is worrying a growing number of parents in the Lower Mainland. Submissions have been made to The Conseil Scolaire Francophone of BC (CSF, Francophone School Board) and the Langley School District advocating for the precautionary measure of hard wiring school computers to protect children. However, concerns are being ignored; Wi-Fi is being installed in Langley Fine Arts School and the CSF refuses to remove their existing Wi-Fi system even after receiving scientific documents showing evidence of harm. Last month, Los Angeles School Board passed a unanimous resolution to protect children by restricting cellular antennae on school properties and hardwiring computers in schools, and France is restricting cell phones and dismantling Wi-Fi in schools. The British Teachers' Union is calling for immediate dismantling of Wi-Fi in all schools due to health concerns. Locally, scientists from Washington and Trent Universities have written open letters to school boards, teachers and parents recommending that they err on the side of caution by hard wiring computers in schools. However, all calls for caution have been ignored even when growing scientific evidence shows a range of ill health effects from exposure to low intensity electromagnetic radiation. Studies also show that multiple wirelessly connected computers in classrooms can result in microwave radiation exposure much higher than one computer being used alone. This increased classroom radiation level has been compared to being in the main beam of a close range cell tower with similar health risks.

Dr. Magda Havas, PhD, Associate Professor of Environmental & Resource Studies from Trent University, Toronto, will be speaking out at Langley United Church, 5673 – 200^th Street at 7:15 p.m. on July 17, 2009. Dr. Havas will be helping people discover ways to protect themselves and their children from potentially damaging health impacts of this untested and unregulated technology. Dr. Havas has recently co-authored a book called "Public Health SOS: The Shadow Side of the Wireless Revolution". The US National Institute for Science, Law and Public Policy has just sent this book to President Obama, Senators and Congressmen and thousands of environmental journalists.
